Basic Look:
1. Render –> Clouds [do this till you like what you see]
2. Pixelate –> Mosaic [settings: 15]
3. Stylize –> Emboss [settings: angle - 135, Height - 10, amount - 170]
4. Brush Strokes –> Accented Edges [settings: width - 2, brightness - 38, Smoothness - 5]
5. Stylize –> Find Edges
6. Invert colors [shortcut - ctrl+I]
7. Adjust –> Hue/Saturation [shortcut - crtl+U, check colorize]
8. Marvel at your work

The part below will do a 2 color transition with you image.

Optional:
1. Layer –> Duplicate Layer [duplicate the layer you just made above]
2. Adjust –> Hue/Saturation [shortcut - ctrl+U, colorize checked]
3. Layer –> Add Layer Mask –> Reveal All
4. Render –> Clouds [repeat that till you got something you like]
5. Adjust –> Brightness and Contrast [slide those bars till you get something you like]
